Promotions are always done in the descending order. - 10th students must be given TC.
(10th class becomes vacant) - Then 9th students can be promoted to 10th.
(9th class becomes vacant) - 8th students can be promoted to 9th.
(8th class becomes vacant) - 7th students can be promoted to 8th and so on.
